The Pacific Fishery Management Council’s purpose is to manage ocean-based fisheries in federal waters off Washington, Oregon, and California, in accordance with provisions of the Pacific Salmon Treaty—an international agreement between the U.S. and Canada.

For salmon fisheries, the responsibility of the Council is to consider and provide yearly proposals to NOAA Fisheries about salmon fishery harvest limits. The Council concentrates mainly on Chinook and coho salmon. Pacific Fishery Management Council proposals are made to NOAA Fisheries on behalf of commercial and recreational parties and Tribal Nations in federal waters off the West Coast.

The North Pacific Fishery Management Council's purpose is to manage marine resources in federal waters off Alaska, in accordance with the Magnuson-Stevens Fishery Conservation and Management Act. The Council works closely with the Alaska Department of Fish and Game and the Alaska Board of Fisheries to coordinate management across both federal and state waters, collaborating on habitat concerns, catch limits, and allocation issues.

The North Pacific Fishery Management Council proposals are made to NOAA Fisheries on behalf of commercial, recreational, subsistence, and tribal parties in federal waters off Alaska.

In 1985, the Pacific Salmon Treaty was signed, setting long-term salmon management goals between Canada and the United States. The Pacific Salmon Commission is the body formed by the governments of these two countries, representing the interests of commercial and recreational fisheries as well as federal, state and tribal governments.
